you can do this by creating ( or editing ) /var/vpopmail/domains/domainname/.qmailadmin-limits , the below code will limit all settings to 30 accounts per feature.

maxpopaccounts: 30
maxaliases: 30
maxforwards: 30
maxautoresponders: 30
maxmailinglists: 30
